Show answer and explanation
D the federation, states, and municipalities. Bund, Länder und Kommunen.
Why?
Today Germany is organised in three levels: the federation (Bund), the 16 states (Länder) and the municipalities (Kommunen). The four occupation zones existed after 1945, and the division into East and West ended with reunification in 1990. 'Kantone' are the states of Switzerland, not Germany.
