Why?
Anyone who wants to sell alcoholic drinks in a restaurant generally needs a restaurant licence (Gaststättenerlaubnis) or must register the business with the responsible authority, usually the local trade or public order office. The police, a party or the registration office do not give this permission.

Wer ein Restaurant eröffnen will, braucht eine Gaststättenerlaubnis von der zuständigen Behörde, meistens vom Gewerbeamt oder Ordnungsamt der Stadt. Polizei, Parteien oder das Einwohnermeldeamt sind dafür nicht zuständig.
