Why?
Federal ministers are appointed by the Federal President on the proposal of the Federal Chancellor (Article 64 of the Basic Law). The Chancellor chooses the ministers, and the President formally appoints them. The presidents of the Bundestag, Bundesrat or Constitutional Court have no role in this.
