Why?
In Germany new laws are passed by parliament: at federal level the Bundestag, with the participation of the Bundesrat. The government can propose laws but cannot pass them alone. Courts apply the laws and the police enforce them; this is the separation of powers.

In Deutschland beschließt das Parlament die Gesetze, auf Bundesebene der Bundestag zusammen mit dem Bundesrat. Die Regierung kann Gesetze vorschlagen. Gerichte wenden Gesetze an, und die Polizei sorgt für ihre Einhaltung.
