Why?
Germany's administration has three levels: federation, states and municipalities. The lowest political level is the municipality (Gemeinde), which manages local affairs such as kindergartens, local roads or waste collection. City councils and district administrators are bodies or offices, not the level itself.

Die Verwaltung in Deutschland hat drei Stufen: Bund, Länder und Gemeinden. Die unterste Stufe ist die Gemeinde. Sie kümmert sich um örtliche Aufgaben, zum Beispiel Kindergärten, Straßen oder Müllabfuhr.
