Why?
According to Article 6 of the Basic Law, caring for and raising children is the natural right and first duty of the parents. The state only watches over this and helps when needed. Schools and grandparents can support, but the main responsibility lies with the parents.

Nach Artikel 6 Grundgesetz sind Pflege und Erziehung der Kinder das Recht und die Pflicht der Eltern. Der Staat passt nur auf und hilft, wenn nötig. Schule und Großeltern können helfen, aber die Hauptverantwortung haben die Eltern.
