Why?
The Federal Chancellor is elected by the Bundestag, on the proposal of the Federal President (Article 63 of the Basic Law). The people elect the Bundestag, not the Chancellor directly. The Federal Convention elects the Federal President, and the Bundesrat has no vote in this.

Die Bundeskanzlerin oder der Bundeskanzler wird vom Bundestag gewählt, auf Vorschlag des Bundespräsidenten (Artikel 63 Grundgesetz). Das Volk wählt den Bundestag, aber nicht direkt den Kanzler. Die Bundesversammlung wählt den Bundespräsidenten.
