Why?
Germany's constitution is called the Grundgesetz (Basic Law). It came into force in 1949. It was called 'Basic Law' instead of 'constitution' because at that time Germany was divided, and it was meant to be provisional until reunification. It remained the constitution after reunification in 1990.

Die deutsche Verfassung heißt Grundgesetz. Es gilt seit 1949. Man nannte es Grundgesetz und nicht Verfassung, weil Deutschland damals geteilt war. Seit der Wiedervereinigung 1990 gilt es für ganz Deutschland.
