A free, equal, secret. frei, gleich, geheim.
Why?
Article 38 of the Basic Law says Bundestag elections are general, direct, free, equal and secret. So 'free, equal, secret' is correct: no pressure, every vote counts the same, and nobody sees how you vote. Elections are not 'open', because voting is secret.

Nach Artikel 38 Grundgesetz sind Wahlen allgemein, unmittelbar, frei, gleich und geheim. Darum ist 'frei, gleich, geheim' richtig. 'Offen' ist falsch, denn die Wahl ist geheim.
