Why?
The Federal President is not elected directly by the people but by the Federal Convention (Bundesversammlung). It consists of all members of the Bundestag and the same number of delegates chosen by the state parliaments. Citizens do vote directly for the Bundestag, state parliaments and the European Parliament.

Die Bundespräsidentin oder der Bundespräsident wird nicht direkt vom Volk gewählt, sondern von der Bundesversammlung. Sie besteht aus allen Bundestagsabgeordneten und genauso vielen Vertretern aus den Ländern. Bundestag, Landtag und EU-Parlament wählen die Bürger direkt.
