Show answer and explanation
C majority and proportional representation system. Mehrheits- und Verhältniswahlrecht.
Why?
Germany uses a mixed system. With the first vote you choose a candidate in your constituency (majority vote); with the second vote you choose a party list (proportional representation). The second vote decides how many seats each party gets. Census and three-class voting were unequal historical systems.
Remember: Two votes = two systems: majority plus proportional.
